The South African Cannabis Clubs Alliance (SACCA) has launched a national survey under Project Indlela (the Way Forward) to gather structured input from cannabis clubs, growers, and stakeholders nationwide, aiming to inform a credible, data-driven submission to government on the regulation of non-commercial cannabis activities.
The move follows SACCA’s national webinar on 12 March 2026, which marked a pivotal shift from broad dialogue to coordinated implementation in the non-commercial cannabis sector. With an MoU now signed among key stakeholders, the pilot phase of Project Indlela is operational and has already attracted 83 applications from cannabis clubs, cultivators, and participants across the country.
“Project Indlela represents a decisive step forward,” said SACCA spokesperson and Project Indlela convener, Albertus van Jaarsveldt.
“The national dialogue has laid the foundation. We are now entering a structured participation phase where the sector can contribute meaningfully to defining a practical and inclusive regulatory framework for non-commercial cannabis.”
SACCA in its Own Words:
From Dialogue to Evidence-Based Implementation
Hosted on the SACCA Platform via Afrimeter, Project Indlela enables stakeholders to submit aggregated and anonymised data. This will help develop governance standards, best practices, and evidence to guide future policy.
The initiative adopts a deliberate, phased approach. The current pilot remains limited in scope, with its core focus on defining clear regulatory parameters for non-commercial activity — including the role of cannabis clubs as inclusive mechanisms for legacy growers and township-based participants — before any wider rollout.
SACCA stresses that cannabis clubs must operate within compliant, transparent structures to ensure safety, accountability, and legitimacy while promoting broader inclusion in the sector.
Call for Participation: Help Shape the Future Framework
As SACCA prepares its consolidated submission to government, it is urging all cannabis clubs, cultivators, legacy growers, and sector stakeholders to actively participate in the Project Indlela pilot.
Participation involves:
- Registering on the SACCA digital platform hosted on Afrimeter
- Completing the structured survey modules (which unlock sequentially)
These contributions will form the backbone of a robust, representative dataset for SACCA’s policy engagement.
Van Jaarsveldt emphasised the stakes: “This is the moment where participation directly translates into influence. The more structured and representative the data we collect, the stronger our submission to government will be. If the non-commercial sector wants to be properly recognised and regulated, it needs to be counted.”
Without meaningful participation and credible evidence, the sector risks remaining undefined and marginalised in national policy development.
