The Ghana News Agency reports that Brigadier General Maxwell Mantey told Ambassador Imane Quaadiln (both pictured above) during their meeting on 17 July 2025, that Ghana could learn from Morocco’s approach in legalizing cannabis and wanted a relationship with the Kingdom’s regulatory authorities. He said Ghana sought closer collaboration with Morocco on narcotics control generally, not only in cannabis regulation but in managing illicit trafficking.
Ambassador Quaadin said Morocco would assist Ghana in policy making and capacity development and invited a NACOC delegation to visit the Kingdom in September 2025.
The Ambassador highlighted the problem of substance abuse among Africa’s youth and said youngsters were often roped into being smugglers for international cartels. She said collaboration with Ghana should strengthen harms reduction as well.
Morocco is Africa’s biggest cannabis exporter since it partially legalized cannabis five years ago. It has restricted cannabis cultivation to the traditional growing areas of the Rif Valley and organized growers into farming co-operatives.
Ghana has legalized the cultivation of cannabis for medical and industrial use but is still drawing up license regulations so none have so far been issued.
