DTIC’s Selective Consultations on Cannabis Commercialisation Wrapped Up, You Can Have Your Say Next Year

The DTIC has concluded cannabis commercialization discussions with ‘targeted stakeholders’ and has got their approval for a policy document that will land on the DG’s desk by the end of the month. It will then be sent for ministerial approval before the wider public will be allowed to comment at the end of March 2026.

Parliamentary Question No 4515:

(Submitted 11 July 2025, Response not dated but received by Cannabiz Africa on 27 October 2025).

Mr R W T Chance (DA) to ask the Minister of Trade, Industry and Competition (Mr P Tau):

Whether his department has put out a call for the submission of comments on the final Revised Discussion Document on the National Policy on the Commercialisation of Hemp

and Cannabis; if not, why not; if so, what is the deadline for the submission of comments?

Reply by DTIC Minister Parks Tau: (Ref NW5073E)

The Department of Trade, Industry and Competition (the dtic) has asked for the submission of comments and/or inputs to the final Revised Discussion Document on the National Policy on the Commercialisation of Hemp and Cannabis.

The deadline for the comments was 31July 2025 and a preliminary consultation with stakeholders was held afterwards. The consolidation of comments received from the targeted stakeholders was completed on 24 August 2025; and the dtic’s internal cannabis task team met on 4 September 2025 to discuss the consolidated comments and/or inputs and identified areas that need to be verified with stakeholders.

The Department is currently revising the discussion document from Version 1 to Version 2 by incorporating comments and/or inputs received from the targeted stakeholders.

It is envisaged that, once finalised, it will be sent first to the DG for approval by the end of October 2025 before being sent to the Minister for approval.

It is envisaged the internal consultations will be finalised by the mid-November 2025 , where-after it will be presented to the Economic Cluster.

Publication of approval policy to solicit comments from the wider public on the policy is envisaged by the end of March 2026.
